DOT Rule Changes Airline Help for Some Delays
Starting October 19, certain disruptions may no longer require carriers to cover meals, hotels, or transportation.

A new Department of Transportation rule taking effect October 19 will change when airlines must provide assistance during some flight disruptions. Certain mechanical problems, medical emergencies, unruly-passenger removals, cyberattacks, weather- or debris-related aircraft damage, and some airport baggage-system failures will be treated as outside the carrier’s responsibility. In those cases, free meals, overnight lodging, and ground transportation may no longer be required.
The distinction matters because airlines generally tie those benefits to disruptions they control. At least three hours of waiting currently triggers a meal or voucher under the customer-service commitments tracked by the DOT, while most major carriers also promise lodging and transportation for overnight stranding. Crew shortages, fueling troubles, and many airline computer failures will remain the carrier’s responsibility. Airlines can still offer help in newly excluded situations, and major carriers have not announced a broad withdrawal of those benefits.
The rule does not change refund rights. Passengers who reject a replacement after a cancellation can receive their money back, including when the ticket was nonrefundable. Refund eligibility can also apply after major schedule changes, including arrivals at least three hours later for domestic trips or six hours later for international travel. Travelers paying expenses themselves should retain receipts because some cards and insurance policies may cover delays.
- The rule covers 10 categories of flight disruptions.
- Domestic refund eligibility includes arrivals three hours late.
- International itinerary changes use a six-hour threshold.
- American Airlines now gives more detailed disruption explanations.
